That would explain why I didn't recieve negative feedback (would have been revenge) from one seller.
I won auction but he never sent me answer to my e-mails requesting shipping price.
Finally after I had left him Negative he answered thart he doesn't sell outside US.
If he had answered that to my e-mail I would have just canceled the buy and left positive feedback.
His auction said us shipping (but not ONLY US shipping) and didn't block me from bidding.

Like Quazimoto said, if he was asking for feedback before you got the item, 99% sure he knew it wasn't working. There's no reason he needed that 1 golden feedback IMMEDIATELY. Buyers beware...your feedback IS YOUR POWER. Once you leave positive feedback, Ebay assumes that you are happy and you can no longer request a refund and stuff like that (perhaps you could, but not through the normal methods).
My own story...
I ordered Dead Space for the 360 for $12 shipped. It was listed as "good" condition with the only issue said being it had sticker residue on the case (easy for me to wipe off). It got here and arrived with no manual, and the cover itself was torn and wrinkled in many places, and looked like it had crayon residue on the back. I emailed the seller asking for a partial refund, or a full return. She emailed me back apologizing for the issues that I complained about, and simply issued me a full refund. The item lists no return address (cause no returns were accepted), and neither did the package. Thanks?

My recent story:
Bought a lot of 50 cheap DS lite styluses (styli?) a couple of weeks ago. They show up and there are two slightly different designs, about half were one style, the the rest the other. Well, half don't fit in the DS at all. Just too fat.
I let the guy know, not really too worried about what he would do since they were like 5 bucks plus shipping. He offers a 1.50 refund. I asked him for 2.50 since half of them are pretty much garbage. He responds saying that "he's never had any problems before. You got a really good deal. I can't do 2.50, but I can do 2.00 unless you want to send them all back." LOL @ actually bickering over 50 cents! It's absolutely not about the money, more just that this guy is a tool and thinks that I care about whether or not he's had problems before or how he feels that I got such a "good" deal.
They were .16 a pop when there were 50, but when it became only 22 good parts, it ended up at .38 a pop if you include shipping. Not nearly as good a deal all of a sudden.
Like I said though, I don't really care if I get anything back (seems like no at this point), but just that this guy has absolutely terrible service and he's gonna end up with a negative feedback mostly because he seriously tried to negotiate a partial refund by a margin of 50 cents.

Update on my earlier story: Got my refund today for the not as described NES. The initial message said it might take up to three days to have a refund issued once the package arrived. Actually took less than three hours for said refund to show up in my paypal account. I'm really pleased with eBay's process with this issue.
