Ugh, I just have to vent.  Seller lists a Sega Genesis bundle for $45 (or best offer) + 10 shipping.  It's nearly exactly what I've been looking for, though at the very top limit of what I wanted to pay.  So, I offer $30 to start a negotiation.  He immediately declines (no counter offer).  OK, maybe too much of a lowball offer on my part, so I now offer $35.  Once again he declines with no counter.  I go to $38 - same thing decline and no counter.  Now I'm annoyed.  My offer is only about 15% off his asking price.  I try again at $40 and finally $42.  Decline with no counter offer.  I even messaged him to please counter so we can make a deal but no response.

I can't understand why someone accepts offers but is totally unwilling to be flexible.  Is he only willing to go down by only one freaking dollar?  Funny thing is if he had listed it without a best offer option I probably would have bought it.  I can still buy it now but I'm too pissed at this seller to give him my business.

The auction will end up in more searches that way.  Besides, the seller probably figures that someone will just bid themselves up like you were describing. 
Maybe, just once, someone will call me "sir" without adding, "you're making a scene."

As an amateur to eBay selling, I have posted listings in the past and not realized I have the ability to turn off "offers" and have done something similar - though admittedly the offers I got were 20% off or more and I do't bargain with lowballers.  So if this person posted without realizing that he/she could disable it, they may not be interested in offers.  

Still, they should at least respond that they aren't interested in offers

This frustrates me as well.  "Best Offer" decline.  Well... what... im only like... $5 lower than what you are asking.... why is this option here?

They recently upped the offer limit to five attempts.  Came along with all fixed price listings being good til cancelled, rather than timed listings.

FWIW, with all the changes that eBay has made in the past year to add features, most of them default to "On" without the seller even knowing about it. The other thing that annoys me is that they no longer seem to have a "save these settings" option anymore, so if it slips your mind, you will put a subsequent item up accepting offers when you didn't mean to. The same thing happens with their "Global Shipping" option. This one bites me from time to time, as I don't like shipping globally anymore - I've just had enough bad luck with International buyers in the past.

Honestly, the thing that bothers me most is that they added an "accept offers" option for auctions. Who would put something up for auction if they are going to be accepting offers for it? Wouldn't you just make your "Best Offer" the opening bid price (assuming you don't stifle it with a Reserve price) and be done with it?

I just added a listing for another copy of the same game I sold a few weeks ago, and when I chose "sell similar", Ebay auto-checked the international shipping box, even though it was unchecked in the first listing.  Plus, the checks for where I don't ship were no longer checked - I had to manually re-enter them.  Clearly Ebay benefits from sellers who ship worldwide which is likely why you can't save your preferences if you restrict where you ship.

Of course they do. When you widen the customer base, you item is far more likely receive a higher max bid/sell quickly (if it’s BIN).
