It looks like it's from Obvious Plant which does "bootleg" artwork. Most of it very limited.

Ugh, I just have to vent. Seller lists a Sega Genesis bundle for $45 (or best offer) + 10 shipping. It's nearly exactly what I've been looking for, though at the very top limit of what I wanted to pay. So, I offer $30 to start a negotiation. He immediately declines (no counter offer). OK, maybe too much of a lowball offer on my part, so I now offer $35. Once again he declines with no counter. I go to $38 - same thing decline and no counter. Now I'm annoyed. My offer is only about 15% off his asking price. I try again at $40 and finally $42. Decline with no counter offer. I even messaged him to please counter so we can make a deal but no response.
I can't understand why someone accepts offers but is totally unwilling to be flexible. Is he only willing to go down by only one freaking dollar? Funny thing is if he had listed it without a best offer option I probably would have bought it. I can still buy it now but I'm too pissed at this seller to give him my business.
