My guess is that the item was showing dollar price even though buyer was in UK ebay.
Buyer then inputted pound price offer.
It has almost happened to me few times.
It can happen if you search for stuff on ebay UK logged in, and then click thru suggestions as it can (and often does) jump to other ebays.

If he was Indeed in the UK and offered £15.99, then it would be like offering $21-22

I meant he though t he offered 10 bucks but accidentally offered 10 pounds which used to be more than 16 bucks.
