So I'm asking a bit of advice:
I wanted to get a toploader NES after I bought a huge CL lot of NES games. The Toaster is a pain to get started, and my big hands makes it hard to get the carts out, or in.
I was shopping around, saw someone selling pre-modded AV systems, so I was adding money to PayPal to get that. Then I saw this lot, Cheeper than the AV lot, and a few games I wanted, and some to resell.
The money did not clear yet so I asked if I could buy it and pay when it cleared. They were ok. I bought it, and after a few days (Sat, Sun, Mon (Holiday)) it cleared and I paid. That was the 15th. I PMed saying I paid, money was removed from my PP, but I have not gotten a response back, nor was the thing shipped. The last message I got was the 11th, the day I bought it, but not paid. I'll give them more time, maybe by Monday, Maybe they cant work during the week, and they gave me time. But they listed stuff recently, after my payment.
To the Point:
If I bought something on eBay, and the seller never ships it or contacts me afterward, What should I do to get a refund?

Best to just be patient at this point...  Some sellers forget to upload tracking info they ship an item (gets done automatically if using eBay's shipping labels, but sellers have to do it manually if they pay/print postage elsewhere).  I've had plenty of things over the years get sent and arrive safely before the seller even marks them as shipped.

I also wouldn't worry about the lack of communication from the seller just yet.  If a seller is busy, they may not get time to rely to e-mails.  Is kinda odd that they'd have time to list new things, but can't take a few minutes to reply.  Then again, it's also possible that those listings were written up a while ago and set to start on at a certain time.

Just give it some time and see what happens for now.  If you don't get a reply and don't receive your stuff for a couple weeks, go through eBay's official channels to file a claim.  Should be a link to the right of the item listed in your Purchase History section of you eBay account.  The process can take a little while to go through and get your money back, but it's pretty straight-forward and easy to do.  Despite the horror stories that are floating around online, a buyer is pretty protected on eBay.  I've had my fair share of deadbeat sellers, but have never had any real trouble getting refunded through eBay's claim filing process.

It's been 3 days? Have you tried messaging them about it? If you're not getting any responses from them it might be time to head on over to the eBay Resolution Center. Try giving this a read too.

I've had 5 messages back between him around 10-11th.
I've had a seller forget to post shipping info, and get it just fine, but he seems a bit to experienced to forget that, he has around 200 sells and is "Top rated". I'll hold out for now, Seeing how there is no cap on how long you can hold the claim.

The estimated time of delivery is "Wednesday, Oct 23, 2013 - Thursday, Oct 31, 2013"

Now we an have scans for this often requested game. And I have WIP covers for The other two games on the MEYs series, all I need is a better scan of the front of Fun With Numbers. There is a manual for sale on eBay for $6, if anyone wants to contribute.  ;D
