I cant find an upscaler that goes straight AV to VGA or HDMI, you need to deal with scart, luckilly there exist AV to Scart.

Scart is a common interface used in the UK and other PAL regions in lieu of Composite. SCART offers a superior quality compared to Standard AV.

But there is no output for anything labeled "SCART" on the NES, SNES, Genesis or Master System.  I live in the US.

Will this product help me?  Please read the description carefully.  It uses Xbox and Playstation as examples, but nothing as old as the NES:

Partly correct.

"Normal" scart is the same as composite.
RGB-scart is superior.

to connect NES to scart you need this:

It's the same as using the three RCA plugs, they just go thru the scart.

How about this device?  Is it my understanding that I would plug my Composite cables coming out of the NES into this thing, then it would display in HD?

Nope.

NES outputs only composite (and RF).
To use this you'l need someting that outputs Component signal either thru red/green/blue RCAs or VGA.
