The official PC game cover template (from the organization that dictates such things) is here:

Unfortunately, it's in Adobe Illustrator format and I've only got Inkscape and Gimp. Can anyone convert these into like a big-ass PNG or something? (Or better still, a Gimp or Inkscape file, with layers and all that)

Wow, it's nice to know that is there. I am going to be hosting our templates just as soon as we get the main portion of the site up and running.

Well, it wasn't easy to find. ;D Apparently the organization went through a merger or something like a month or two ago, so the links from the previous news articles about this got all fubared.

that is so sweet that they finally made a pc cover standard, and in dvd cases.
