I tried printing the cover using letter size paper and it was a tad too small,
I tried printing the cover using the legal size paper and it was a tad too big
i can't seem to win! how exactly do we get it to print perfect size? i cant figure it out
maybe someone can help me

Some of them:
- Scaling 100%.
- Fit to page off
- Margins as small as possible just in case.
- Centering on on both horizontal and vertical just in case.

Everything Arseen said, but I would add that letter should fit as long as your printer can print with somewhat small margins (most modern printers should be able to do it).
-
why do i have to configure the printer, shouldn't it automatically do that

Nope.
No printer on earth can read your mind.

Buuuuut,
don't pdf files always print properly without any adjustments? It seems like they do at least. I wonder what makes them special?

Noboday cares about specific sizes with PDFs as long as they fit on the paper. Printing covers requires that the end product be a specific size to fit in a case.

Printers, by default, tend to print to fit the page (when possible). “Printing properly” is relative to the job. Again, you can’t expect the printer to inherently know what you require of the job.
It’s not an automatic process. You’re just gonna have to get used to it and learn how to use the settings.
