The English HTML manual is here: https://www.nintendo.co.jp/clvs/manuals/starfox2/html/EUen/index.html
Highlights...
- The story is more or less what you'd expect. There are some pretty neat illustrations (from a sketch artist from the SNES days, no less!), and we now know the two new members of Star Fox were "drafted from the Cornerian army". Gotta say, though, while I really dig General Pepper's new look (transparent, tinted glasses instead of a solid color), Slippy looks like he's croaking on something and both Peppy and Falco know it - https://www.nintendo.co.jp/clvs/manuals/starfox2/imgeu/story/illust02.png (General Pepper, not Captain Shears), https://www.nintendo.co.jp/clvs/manuals/starfox2/imgeu/story/illust01.png (Andross, now with a faint pupil that wasn't visible in his Star Fox 2 sprite).
- Miyu and Fay still don't have last names, even though the rest of the team does. Miyu's character description is incredibly vague and seems to be talking more about her ship, but Fay's is interesting because it mentions she was born into an aristocratic family and gave up her old lifestyle. As expected, everyone else has a fairly basic description. Algy of Star Wolf (renamed "Andrew" in the fan-translation) also doesn't have a last name and appears to be a notoriously underhanded fellow, but more on him in a bit.
- The artwork is indeed new and made for the 2017 release. They were even kind enough to do official mobile device standy screen versions for us - https://www.nintendo.co.jp/clvs/manuals/starfox2/imgeu/download/CLV-P-VADKJ_01.jpg & https://www.nintendo.co.jp/clvs/manuals/starfox2/imgeu/download/CLV-P-VADKJ_02.jpg
- "EXPERT mode is only selectable after clearing HARD mode under certain conditions" - though it doesn't mention those conditions.
- Fox & Falco's craft is the "Prototype Arwing", Peppy & Slippy's craft is the "Armoured Arwing", and Miyu & Fay's craft is the "Light Arwing" (goodbye, "Defender" and "Interceptor").
- Bombs are called smart bombs like they are in all other games, not Nova Bombs like in the SNES game.
- On power-blaster shot - "This shot will lock on to and pursue enemies marked as "TARGET"." No idea why previewers couldn't get it to happen, but it also mentions that being too close may make lock on fail, so maybe distance was changed.
- Among other items listed, the infamous "Pepper Coins" are now Mysterious Medals. Still no clue what collecting them does, but it doesn't mention health recovery.
- Some design behind the scenes development document PDFs are shared towards the end of the item and map pages, the former being various planning notes and the latter being Arwing blueprints, and both being in Japanese. They have a few details that didn't make it into the game, such as the Arwing's so-called UFO mode (possibly the "hovercraft" seen in the alpha).
- https://www.nintendo.co.jp/clvs/manuals/starfox2/imgeu/map/illust.png - Early concept art of Star Wolf. Oddly enough, even though Algy is the member that appears in this game, Andrew was designed for Star Fox 2, down to the same name! My theory is that Andrew was replaced by Algy for being too similar-sounding/looking to Andross, but when it came time for Star Wolf to appear in Star Fox 64, they revisited this earlier design and decided to make the monkey a relative of Andross to give the game a punch of drama they were looking for. Also of note is that Wolf wears an eye patch like in Star Fox 64 and Star Fox Zero, although it's covering his right eye here, which is his weak eye in Star Fox 2. Pigma also has no pupils like in other games, and poor Leon looks entirely GONK. They also have rare body shots - Wolf and Leon wear capes, Pigma a poncho, and Andrew a scarf (as Algy kept). I'd like to see Wolf's shot reversed and colorized!

Also I ripped quite a few images from that manual, and I'll plan on making printable version on some point.

If Star Fox 2 was released in 1996, then my life is complete.

So drink boose until you loose track of time (or get advanced dementia for same effect) and all is fine then... ;)

Hmmm... the game in the screens still looks a lot like the one that are out in the wild already. Just a different main menu...

True as the leaked beta was near finished, so all "major improvements" have to be in the stages and fights not shown yet.
How big they truly are is yet to be seen.

I'm guessing it's pretty damned near identical. Dylan Cuthbert said in an older interview that the ROMs which had found their way to the web were FAR from the finished version. In a very recent interview (just after it was announced that the final game was going to be released) he said that the only real difference was "that final bit of Nintendo QA Magic".
I.e. So, basically nothing.

I've played quite a bit of Starfox 2 on the SNES through repro cart. We will see how different it really is at the end of the month.
